Minor Works Certificate vs EICR: which one does your job need?

Three different certificates cover three different jobs under BS 7671, and using the wrong one leaves paperwork that won’t stand up to scrutiny. Here is how to tell a minor-works job from a full periodic inspection, and what each certificate has to contain.

Three certificates, three different jobs

BS 7671 (the IET Wiring Regulations) recognises three main certificate types, and confusing them is one of the most common paperwork failures on site — not because electricians don't know the difference, but because under time pressure it's easy to reach for the form you used last, not the one the job actually calls for.

Get the category wrong and the consequences are practical, not just administrative: an EICR issued for what was actually new work omits test data an EIC would require, and a Minor Works Certificate used to sign off a new circuit skips the full-installation checks an EIC demands.

When a Minor Works Certificate is the right call

A MEIWC is for a limited addition or alteration to one existing circuit, where the rest of the installation is not being touched and was already adequate. Classic examples: adding a socket off an existing ring, moving a light switch, replacing a light fitting with rewiring, or adding a fused spur. The certificate confirms the circuit protective device is still suitable for the new load, records the relevant test results (continuity, insulation resistance, polarity, earth fault loop impedance, RCD operation where relevant), and — critically — requires the electrician to note any damage or defects observed in the wider installation, even though fixing them isn't in scope. A Minor Works Certificate is not appropriate for a new circuit, however small — that always needs an EIC (or, for genuinely minor additions to the consumer unit itself, is sometimes still treated as new-circuit work requiring the fuller certificate; when in doubt, treat it as an EIC).

When you need a full EIC instead

An EIC is required for any new installation or any new circuit added to an existing one — a new build, an extension, a garage or outbuilding supply, a consumer unit replacement, an EV charge point on its own circuit, or a loft conversion's lighting and sockets. The certificate is more demanding by design: it requires full inspection and testing of the new work against BS 7671, a schedule of test results per circuit, and (for notifiable domestic work) ties into the Part P building-control process described below. Where a job mixes both — say, a new circuit for an extension plus an added socket on an existing ring elsewhere in the house — the new circuit needs an EIC and the existing-circuit addition can be covered by a Minor Works Certificate, issued as two separate documents.

When you need an EICR

An EICR is a periodic condition report — it assesses an existing installation as found, without any new work being carried out. It's triggered by a change of occupancy or tenancy, a landlord's statutory renewal cycle, a pre-purchase survey, or simply a routine periodic check (the recommended interval varies by property type and use — typically 5 years for rented and commercial premises, 10 years for owner-occupied homes, shorter for higher-risk premises like caravan parks or swimming pools). Every observation on an EICR is coded:

  • C1 — danger present, risk of injury, requiring immediate remedial action.
  • C2 — potentially dangerous, urgent remedial action required.
  • C3 — improvement recommended, not a required fix.
  • FI — further investigation required without delay.

The overall report outcome follows directly from the coding: any C1, C2 or FI makes the report Unsatisfactory; a report with only C3 observations (or none) is Satisfactory. This isn't a judgement call — it's a fixed rule in the IET's Guidance Note 3, which is why two competent inspectors assessing the same installation should reach the same overall verdict even if their exact wording differs.

The landlord duty that makes EICRs recurring work

In England, the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require landlords to have every rented property's electrical installation inspected and tested at intervals of no more than 5 years by a person competent to issue an EICR, to obtain a copy of the report, to give it to tenants and the local authority on request, and — if the report identifies remedial or further investigative work — to have that work carried out within 28 days (or a shorter period the report specifies) and to provide written confirmation. Non-compliance carries local-authority fines of up to £30,000. For an electrician, that 5-yearly cycle across a landlord's portfolio is exactly the kind of recurring, date-driven work that's easy to under-track on paper and easy to lose to a competitor with better renewal reminders.

Part P: a separate notification, not a certificate

Certain domestic electrical work in England and Wales is notifiable under Part P of the Building Regulations — broadly, new circuits, consumer unit replacements, and work in special locations like bathrooms. Notification is separate from the certificate itself: a competent electrician registered with a scheme (NICEIC, NAPIT, ELECSA, STROMA and others) self-certifies notifiable work through their scheme, which then notifies building control on their behalf; a non-scheme electrician has to notify the local authority building control department directly and pay a fee. Either way, the certificate documents the electrical work; the Part P notification is the separate paper trail proving building control was informed. Keep both — a customer or a future buyer's solicitor will sometimes ask for the Part P compliance certificate specifically, not just the EIC.

Common mistakes

  1. Issuing a Minor Works Certificate for what was actually a new circuit.
  2. Treating an EICR's C3 observations as required work — they're recommendations, not defects that make the report Unsatisfactory.
  3. Missing the Part P notification for notifiable work, even though the electrical certificate itself was done correctly.
  4. Losing track of the 5-year PRS renewal date across a rental portfolio, and only remembering when a tenant or the council chases.
  5. Not keeping the previous EICR when a new one is issued — useful for showing a fault has (or hasn't) recurred.
